It allows the writer/director to work with subject material he’s previously shown interest in (the world of crime) in a format he’s shown comfort with (a stylized version of reality).

The Terminator franchise has always been about a pending war between humans and machines. The machines try to stop the war by sending soldiers into the past to eliminate key figures before they can interfere with the war. The humans try to stop the war by gleaning information from the future and stopping events before they can occur.
